FLINT, MI -- Representatives from the mediation arm of the U.S. Department of Justice were in Flint last week for a closed-door meeting at City Hall, a spokesman has confirmed.

Federal law mandates that the reason for the visit and other details of the session be kept private, said Lou Rufino, spokesman for the Community Relations Service, a component of the justice department.

"The casework itself of who's meeting and what they're talking about is confidential," Rufino said.

Emergency financial manager Ed Kurtz confirmed last week that officials from the justice department were at City Hall for a meeting on Wednesday, but declined to discuss what justice department office or what city department was involved.

Kurtz said the subject of the meeting was confidential, and not a matter of a criminal nature or a civil case.

According to its website, CRS was formed under the Civil Rights Act of 1964 to help state and local government agencies, public and private organizations, and community groups resolve and prevent community racial conflicts through the use of mediation, conciliation and other conflict resolution approaches.

"(The office has) no law enforcement authority," Rufino said. "We don't prosecute, we don't investigate."

Rufino said all CRS mediators are "required by law to conduct their activities in confidence, without publicity, and are prohibited from disclosing confidential information."

I remember a press conference held by Frances Gilcreast of the Flint Branch of the NAACP that dealt with complaints made with the Department of Justice regarding excessive force complaints against the police.
