Many of us are aware that days before an election there will be ads attacking one or more candidates because it does not give time for a response.

One of those ads came in the mail today. Jacqueline Poplar sent out an ad stating Michael Harris does not live in the 2nd Ward. She shows photos of a house allegedly his residence that seems to be n eviction because of all the discarded furniture. She further alleges that this house lacks running water, electricity and has unpaid taxes. (She must forget she first ran while in bankruptcy with several years unpaid taxes and it took her the maximum 7 years to resolve)

The issue here is whether the voters take these allegations as truth. She does not include any documentation that this is the address he shows on his documents as his address. She claims documents prove no utilities and unpaid taxes. Where are they? Who is the owner of the home and is it a rental? Was there an eviction? Where is this house?

I want answers not just meaningless allegations? Jackie give us proof!

It is easy to see why Jackie Poplar s worried. Michael Harris left a piece a literature at my door and it says he is the only UAW endorsed candidate and he is an army veteran. He does not show an address on his literature.

Poplar says we can trust her? Remember she voted over 200 ties for her sister-in-law Donna Poplar for the position of Ombudsman. It was not until Eric Mays struck a controversial behind the scenes deal to make Donna the Deputy Ombudsman that Donna indicated to Jackie that Jackie could vote for another candidate. Patrick Clawson and others who heard the negotiations complained (rightfully so) and Tyrone Croom gave up his Ombudsman seat, although he was never part of the negotiations.

Jackie brought that voting situation up when she once again voted to put Donna in the Hurley Hospital Board of managers seat and other council complained it was a conflict-of-interest. Council needs a strong ethics policy and the will to enforce it.

When Jackie married into the family she was on a list to have the home she shared with her mother fixed with federal money through GCCAA (now GCCARD after the Poplar & Joubran bribery scandal). Her house was repaired after the marriage although Poplar never showed her husband's income. They moved temporarily to an apartment, although HUD rules specify the signees of the forgivable loan must reside in the home for a specified number of years. Both she and her husband filed bankruptcy and she was in bankruptcy when she ran for office.

Residency allegations fly in Flint's Second Ward council race

FLINT, MI – An incumbent Flint City Council member is accusing her opponent of living in a different ward.


Jackie Poplar sent out letters to voters saying Michael Harris hasn’t had utilities at his Seneca Avenue address in the Second Ward in more than a year and that he he lives at an address on Woodslea Drive, which is in the Ninth Ward.

“Who you going to believe – the water department, Consumers power or Michael Harris,” Poplar asked. “Do the math. I don’t care who runs against Jackie Poplar, that’s your freedom, but you need to run in the ward that you live in. I hate liars.”

Poplar circulated a letter from Consumers Energy said there was no customer of record for Harris’ Seneca Avenue home and that electric and gas was shut off in April 2012. Another letter from Poplar came from Flint’s finance department and said water has been turned off at that address since June of 2012.

Harris said he’s lived at his Second Ward home for 22 years, the utilities are turned on and the Woodslea Drive home is where his fiancé lives. He’s also said he’s registered to vote at the Seneca Avenue address and is a precinct delegate in the Second Ward.

“This is the only hand she’s got to play,” Harris said of Poplar. “This is the dirty politics that is tearing this city apart. Jackie Poplar can’t talk about her record, so she has to tell lies on me.”

Harris said he did have his water shut off for a time when his bill was over $400 in consecutive months.

Poplar said she was going to file a lawsuit in Genesee County Circuit Court, but Harris was already on the ballot.

The letter from Poplar and related materials were sent by Poplar to David Davenport, who finished third in the Second Ward primary in August.

“Harris stole your spot,” the outside of the envelop reads.

Davenport would like a special election if it’s proven that Harris doesn’t live in the Second Ward.

“If this proves to be true, I’m disgusted in the fact that he chose to deceive the city of Flint and the Second Ward,” Davenport said.

Poplar also said she sent a letter to Harris’ Seneca Avenue home that was returned to her with an no forwarding address provided.

“The post office don’t lie either and they can’t even deliver his mail,” she said.

Harris said he has a mail slot that goes inside his house and he often has had problems getting his mail whenever there is a new or inexperienced postal carrier.

“Go by my house – I’ll invite you inside and we can talk,” Harris said. “I’m not going to attack her. It’s sad and its not the kind of politics I do.”

The photo Poplar circulated is a ranch style home when the city records indicate the Harris house house is a tri-level.

Jackie Poplar has been known to bend the truth. The City of Flint considers a recall to be an election and requires records of expenditures although there are no spending limits on a recall. Poplar never showed her expenses and in-kind donations for her recall and they were substantial.

Dean Yeotis donated his time. Someone paid for the filings for the court case. The cost of the Forensic Document Examiner, John P Ricci out of Morrice, MI, was in the thousands of dollars. Ricci does not come cheap and his standard fee is prohibitive for Poplar on her own.

Poplar does not appear to be an intelligent woman and I often wonder just who coaxes her and influences her.

Water was on at the address at least last year as there is a water lien of over $1,000. Also there are taxes owing since 2009. Is the house in probate or some other legal loophole?

Is this his house? He did not follow the law and show an address on his single piece of campaign literature. Poplar only sent her most recent literature to selected individuals.

I am second ward but I don't want either of them. Mike Kilbreath claims he has been to the home owned by Harris in the second ward. I can't attest to that allegation. Both are so bad I can't get into this election.

Residency can be a tricky issue and seems to be hard to prove. Remember when Vera Rison ran for Mayor of Flint although she had a home in Beecher? She rented a home in the sixth ward and claimed Flint residency in order to make herself eligible. No one was able to disprove her residency claim.

Commissioner Archie Bailey is very astute and very thorough in his research. I read a residency complaint he filed about two years ago and it was well written. However, the state declined to act on it.

Some have raised issues about Eric Mays and his residency. He actually used a Mackin Road address in his legal filings. Yet, to my knowledge, no complaints have been filed and quite frankly I am unsure they could be proven.

It appears there are complicating issues about the Seneca Street property in the names of Karen Harris et al. See edit of my earlier post. Michael Harris name is on deed for this property. If there's any evidence of his signing off I didn't see it on the Register of Deeds. However, homestead exemption of 100% is claimed on Seneca and on Woodslea.

FLINT, MI – An incumbent seeking her third term will square off against a political newcomer in the Second Ward race for Flint City Council in the Nov. 5 election.

The Second Ward is on the northwest side of the city.

Jackie Poplar seeks reelection against Michael Harris.

Education: Attended Mott Community College, Flint Northern High School and Ray Vogue Fashion School

What is the most important issue facing residents in your ward?

The one and most important problem would be the overwhelming crime issue, overwhelming blight. Economic challenges of unemployment. Clean and safe parks to walk to.

What do you plan to do that would improve the quality of life of residents in your ward?

Work closely with the Second Ward block club to identify strategies and solutions for combating crime. Advocate to increase police presence in the ward. Community police. Continue to work with the land bank to identify abandoned homes for demolition. Coordinate special meet dates with youth in the community that would be fund and informational.

Do you support raising the income tax for Flint and non-city residents? Why or why not?

I support raising the income tax on non-city residents. You may ask why. Well I’m glad you did. The citizens of Flint choose to live and work in their city. They already pay two taxes. One: Property. Two: Income. Those that live outside the city pay one tax and it’s their choice to live where they wish. Like it or not, but that is my opinion.

Flint entrepreneurs are waiting to unleash their talents. We have to nurture entrepreneurship. I believe the next Bill Gates or Bill Durant is right here in Flint. We just have to create the atmosphere.

The people of Flint are taxed to the max with high water bills, millages and property taxes. There has also been gross mismanagement of the taxes we currently pay. I would have a hard time supporting any new taxes until we have accountability for what we pay currently. The people should also be able to vote on new taxes and not have it forced on us by the emergency manager.

I drove by 3702 Seneca and there is someone living in the home. However, he home north of there is a Land bank house with serious issues. The door is kicked in and Merrill is painted on the house to represent Merrill Hood, one of the most violent gangs in the city.

Several blocks away on Lawndale across from St Lukes is graffiti proclaiming L Block and 387, the cold hearted gangstas.

I am told Poplar bragged she drove the gangs from Sarvis Park. I don't agree with that but it does not explain why the worst crimes are often committed in her Second Ward neighborhoods. What solutions has she come up with?

I was listening to the Mike Kilbreath show this morning on 1470 am and Craig Smith called in. It seems that when his son ran against Mayor Walling and he moved into Circle Drive in Flint, Walling had a residency complaint filed. Allegedly the Bay City State Police came to the home at 7:30 am to verify that Smith lived there. They questioned him as to why his wife was in Davison. No charges were ever brought.

Kilbreath is looking for a resident to file a complaint against Steven Mintline over a residency issue. Also Craig Smith says he lives in Davison and thinks a complaint should be filed against Joshua Freeman, whose wife is his neighbor. Joshua has been followed and my understanding is he allegedly went to his fourth ward home at night.
