The mayor has chosen not to veto it.
Surrounded by several member of his staff this morning, Mayor Don Williamson said that he believes this is the best budget he'll get from City Council.
Williamson said the line item budget has forced him to lay off 23 people, including all 10 of his employees.
He says the way things are going at City Hall, he fears the city could go broke. "I think that you have a City Council...if they keep up doing what they're doing, the city will be in bankruptcy."
Councilman Mark Horrigan said the mayor's spending is the real danger to the city's financial health. "I think the city will be in bankruptcy sooner the way he runs the budget because he spends without authority, he spends without notification, he spends without proper contracts in place and then wants to pay the bills. That spells bankruptcy to me."
