Many of the union busting tactics being employed by Walling are not new and have failed before. It may take time until MERC responds but in the end the city will pay for not trying to bargain in good faith.

Does walling think he can disband union employees at will and make them exempt or some other status that will diminish their rights?

In the past employees of the Department and Economic Development (Major Grants) were required to pass tests-tests that HUD actually gave input as to job qualifications, trianing, etc! These new "interim" (and unbudgeted) employees, have not tested and don't appear to have the skill sets required for their new titles. The trianed and tested positions are being replaced with new job descriptions and are being paid less than their new fellow employees. The administration is continuing with their departmental changes although the council has not approved them and they are in violation of the charter.

Alao the city previously established a system whereby every department leased their vehicles and equipment through the city motor pool. This established a mechanism for maintaining and purchasing them. The same way in which each department pays for their phone systems and space rental through the city.

Now the question that needs to be answered is if the administration is requiring the Land bank and the Chamber of Commerce to pay rent on the tractors, lawn mowers and other equipment and vehicles they have "borrowed" from the city. In lending out the city vehicles they are limiting work the unions could do.

Do the other entities driving our vehicles have the insurance and licenses required under federal regulayions. Do the drivers have CDL's and have they been properly drug tested. City employees would have to follow these regulations.

There is a rumor a city owned truck fell through a caved in street, Anyone have any word on that?

And, as usual, the Council does nothing.
