A state board agreed Thursday to accept emergency financial manager Ed Kurtz's resignation and recommended that Gov. Jennifer Granholm end the financial emergency in Flint once bonds are sold to eliminate the remaining budget deficit.
The decision means Mayor Don Williamson and the City Council will be in charge Thursday, although the unpredictability of the bond sale means the emergency itself could formally end as soon as next week or as late as the middle of August. The city must be in a financial emergency to be eligible for the bonds.
