Is Flint offering the local branch of the NAACP a bailout?

What I'd like to know is the account all these "donations" (including to neighborhood watch groups) are being charged to in the city budget.

With the city budget being so outrageously out of whack have any of these organizations considered returning the donations? Where do they normally get their operating expenses, and in the case of neighborhood watch groups what kind of expenses do they have when their members are volunteers?

More than likely that money is from the General Fund - those dollars are "unrestricted" and can be spent on anything. And apparently they are spent on anything. Police, Fire, 911 are also paid for from the General Fund.

The General Fund showed a nearly $8 million deficit last year.
