FLINT, Michigan — The city of Flint’s 80 police and firefighter layoffs have been delayed until later this month, Mayor Dayne Walling said Thursday.

The pink slips, which had been scheduled to go into effect Tuesday, were part of Walling’s budget cuts and are expected to save about $1.6 million.

The city is facing a projected $8 million deficit.

Walling said the delay is due to special assignment issues and scheduling.

“Because public safety is this administration’s top priority, it is taking us some extra time to get the new schedule worked out,” he said. “The layoffs won’t be in effect until we’ve got that schedule 100 percent solid.”

The city also plans to close two fire stations after the layoffs take effect.

Raul Garcia, president of the Flint Firefighters’ Union, said the city told him the layoffs will take effect March 25, but said he wasn’t given a reason why.

Garcia said he believes the layoffs were delayed because the pink slip recipients didn’t receive notice of their “bumping rights" yet.

The city handed out 38 pink slips — 23 for layoffs and the rest for demotions. However, a demoted lieutenant or sergeant could have less seniority than a laid-off firefighter, which means the lieutenant or sergeant would be laid off instead.

Keith Speer, president of the Flint Police Officers’ Union, said Thursday evening the city hadn’t notified him of the postponed 57 police layoffs.

He said a delay offers little help.

“We’ve got two more weeks of back-up and we’ll be able to handle a few more calls,” Speer said. “It’s a little help but layoffs are still going to take effect in two weeks.”

The police layoffs were most likely delayed because the city will have to reorganize who works first and second shifts, which requires a 14-day notice for those who will be switching shifts, Speer said.

FLINT (WJRT) -- (03/04/10) -- Conflicting comments Wednesday and today leave a lot of unanswered questions about the city of Flint's latest round of layoffs.

Flint police union files injunction. Read below. Mayor Dayne Walling said Wednesday afternoon that approximately 60 non-public safety pink slips will take effect Tuesday and garbage collection will now be bi-weekly.

Just a couple of hour after that, City Administrator Greg Eason told council members that was just a proposal.

Wednesday night, the city's communication director said the changes, the 60 layoffs, are expected to happen. ABC12 placed a call today for clarification on why the city administrator said they weren't definite.

This is what Mayor Walling said yesterday. "We'll be issuing approximately 60 layoff notices, that together, will affect nearly all of our city operations."

Last night, Eason said this to council members. "We're in discussions. There are a lot of other different other things that have to go into consideration of this and I think that's really what they Mayor was saying."

Walling yesterday said these changes will save the city around $1 million this fiscal year through the end of June.

The city faces an estimated $8 million deficit. The cuts, Walling says, are a way to ensure all city operations share in the sacrifice.

"It's going to be an adjustment for us here at the city. It's going to be an adjustment here for our residents, but we have to live within our means," Walling said Wednesday.

The Flint Police Officers' Association has filed a court injunction to try to stop officer layoffs set to take effect next week.

Union President Keith Speer says the suit was filed because resident and officer safety would be at risk if the 57 officers are laid off. Speer says his union also asked for a temporary restraining order, but was told there would have to be a hearing first.

It's not clear when that hearing will be held.
