Topic: Can a person own a city based organization?

Officer Jesse Carpenter now has the DBA (doing business as) for the Flint Police Activities League.
Do you feel it is appropriate for an individual to own a City of Flint function?

Does this give the individual too much control over a public building, especially a building under the control of the parks dept?

When the City has an established policy of allowing residents to use their public community centers for block club and other meetings, can they now try to limit the content of those meetings? Can the City deny access to those who disagree with them?

Does a lawsuit need to be filed by the residents for equal access?
