Just from what you've shown, I'd say they borrowed the format for a page from another web site. Maybe the same person did both sites. |

If a person did both sites, they made the right decision and saved time in doing the website, congratulations. I don't think that anyone would notice due to the fact that Modesto is way far away.
But if the person borrowed to coding to a certain extent, it's not against the law, just not good practice.
You can get templates for free and sometimes in the page source, it already gives proper credit to the person that designed it. |

They look quite a bit different to me. If someone copied it they sure changed a lot. You have to look at the css style sheets to really compare them though. My guess is that both were coded by the same program. I'd guess they are both done on dreamweaver. |
