Probably, but is that a big surprise? They intentionally lied just before last November's Davison Mayoral election in order to elect their chosen candidate.
So what if they offered the same candidate a big fat discount on campaign ads without making the same offer to the other candidates?

The title of the article to which you link:
"New York Times Says It Violated Policies Over MoveOn Ad" shows that the NYTimes admitted to wrong-doing.
