We are headed for bankruptcy. I thought public safety his number one concern. At campaign time he kept talking about hiring more. Hmmmmm......something ain't right in Gotham City! (Oh, I forgot, criminals don't like the police.) Councilwoman Sandy Hill predicts Cook will be an able replacement for Joe Conroy, the former governmental operations director who resigned recently. Conroy, a former state senator, often lobbied the state and federal government for funding for local projects. "Peggy has a good rapport with the legislative branch and I think she will be a good PR (public relations) person for the city," Hill said. Mayor Don Williamson declined to comment. Cook did not respond to requests for an interview this week. Cook had been on sick leave as city administrator for six months in 2007 before she was replaced in November by City Administrator Darryl Buchanan, a former councilman. Cook had been city administrator since 2004, earning about $97,000. Conroy said Cook will have a learning curve because she doesn't know the ins and outs of state government like he does. "She knows a lot about city government," Conroy said. "But it's kind of nice when you go to Lansing (like I did) and everyone says, 'hi.'" Conroy said he had a good working relationship with Gov. Jennifer Granholm, which Cook will need to foster. "We're defending $19 million in revenue sharing," said Conroy, explaining the amount that the state funnels back to Flint in taxes. "To maintain that amount of money is kind of like a silent issue, but it's important for taxpayers." But not everyone agrees with the move. "I think it's a waste of taxpayers' money," said Councilman Scott Kincaid. Councilman Ehren Gonzales said he doesn't personally have a problem with Cook, but he hopes the administration is cutting its costs just as it has asked other departments to absorb cuts and layoffs. The city has laid off more than 50 employees since January due to a budget shortfall. "I would just hope that every department is treated fairly," Gonzales said. As for concerns about Cook's extended sick leave, Hill said she wants to give her the benefit of the doubt.
