FLINT, Michigan -- Minutes after he was announced as Flint's new interim police chief on Monday afternoon, David Dicks learned that his son had been shot to death.

Jaquan S. Dudley, 24, was found shot to death at the Orchard Ridge apartment complex on Pierson Road near Clio Road about 1 p.m. -- 90 minutes before his father and grandfather, Richard Dicks Sr., were named to lead the police department.

The shooting remained under investigation late Monday afternoon and no arrests had been announced.

Mayor Don Williamson, who selected the Dicks to lead the department, called the slaying a "horrible tragedy."

Councilwoman Sandy Hill said Dicks has always been helpful by meeting with
neighborhood groups in her ward.

"I just can't beleive the day he gets appointed, then this happens. It's very tragic," she said.

Williamson announced today that Fire Chief Richard Dicks would be "super chief" and Officer David Dicks, Richard's his son, will be interim chief. David Dicks previously was an inspector in the highly-controversial Citizens Service Bureau.

They replace Gary Hagler who retired to take a job with the Michigan Department of Natural Resources.

Williamson also tapped David Forystek, a sergeant in the traffic bureau, as interim deputy chief.

"In my new vision, all officers from the chief on down will be on the street actively fighting crime and being highly visible to the community," Williamson said in a 2:30 p.m. press conference Monday.

Both David and Richard Dicks attended the news conference.

Just minutes after the news conference ended, David Dicks got word that his son had been shot and immediately left, Williamson said.

At the scene of the shooting, emotions ran high. A large fight broke out among people who knew the victim who had come to the scene.

About six or seven men started throwing punches and kicking at one another about 3:20 p.m. The fight lasted only about a minute before other bystanders and police separated the men and got the situation under control.

Police flocked to the scene, but would not discuss what had happened. The department issued a press release later in the afternoon, identifying Dudley, but it did not indicate that Dicks was his father.

A woman who said she lives at the complex said she heard about nine shots fired about 1 p.m. Monday and saw several people running near the back of the complex.

"It's getting rough out here," said the woman, who declined to give her name.

Anyone with any information is asked to call, Sgt. Lee Ann Gaspar at (810) 237-6925 or crimestoppers at (800) 422-JAIL.

Both Richard and David Dicks are part of an ongoing investigation by the FBI into misuse of funds by Career Alliance Inc.

Both their homes were searched earlier this year for records from Richard Dicks' security company that has ties to Career Alliance.

Both Richard and David Dicks are longtime Williamson supporters who are frequently seen at Williamson events.

Flint Police Officers Association Keith Speer said the union is willing to work with the new leadership and said the union's opposition to the CSB was not personally directed at David Dicks.

Speer also sent his condolences to the Dicks.

"Our thoughts and prayers are with David and his family," said Speer.

At a meeting last week, he spoke about the need to show kids that we care about them, He said we need to do something positive for them, rather that be negative all the time.
I'll admit, I sometimes have trouble with his speaking style, but when you get past that, he has a message worth listening to.

Well I guess My question here would be. Will the officers follow his leadership?

Will it be better or worse than how well they followed Hagler?

Will things get better or worse under a Chief Dicks and Dicks team?

Your comments about his message: What are the fruits or actions of what he has said. Is he going to be able to actually make a difference concerning the comments he has made. Once he has the position. He will have the power. Will he be able to do anything about it.
