I just checked my voice mail & had a message that the new budget "compromise" only gives 20 grand to the Ombudsman's office, which will effectively kill it. Anyone know if this is true? If so, the denizens of city hall are in violation of the charter regarding funding the Ombudsman. I don;t have the exact wording, but I've heard from several people that the charter says the office must be adequately funded. I've also heard from a very reliable person that the council president considered her a "traitor" for supporting the Ombudsman.

Sec. 3-515 SALARY AND OTHER COMPENSATION.
The salary and other compensation of the Ombudsman is equal to that of the City Clerk.

(Adopted by the electorate, 11-5-74)

Sec. 3-516 STAFF.
The Ombudsman shall be granted a budget adequate to allow such staff as is reasonable and proper for the performance of the duties of said office. All staff members shall be appointed by and serve at the pleasure of the Ombudsman.

I believe that the office ought to be staffed adequately.... but my question is... how many folks is that? While the Charter does mandate a 'certain' level of funding, it does not specify a certain number of staff. How does the Council or Mayor determine what the proper level is?

As for the compromise... that $20 grand was in addition to the $50 grand that was added the night that the budget was originally passed.

But the compromise that was, is no longer. So the $70 grand is now $50 grand.

Plus the City Council did allocate all their half of the Jail Money (STUPID THING TO DO, Allow that B@stard toe close the Jail). However, the Mayor stilll had 150,000 not allocated at the end of their compromise to spend however he seen fit. So if the Ombudsman office isn't adequately funded. Blame the mayor! He has the money to fund it better.

if the council had adequately funded the Ombudsman in the first place there wouldn't be a problem. Since they didn't, it's the mayor's fault huh?

City Counsel set thier priority as Police, Fire, Jail. They budgetted accordingly. The Mayor whinned and Cried to Judge N-cut. Made them all sit down and talk. The Mayor's office was only willing to give 10 more to the Ombudsman so the Council was only willing to give ten more. That's how compromise works. The Council allocated ALL of thier share of the Jail Monies! The Mayor still has money to spend. YES it is the Mayors fault. NOt just because of this budget. But also because of the amount of money he has wasted in emergency purchases. The Amount of money available for the Budget. The City Council did not over spend! The City council did not under estimate revenue. Yes it is the Mayor's Fault!

And now that I think of it, it is Engler's fault... Had Engler not appointed an Emergency Financial Manager... I never would have supported Mayor Williamson in the first place. So I think that you CAN safely put part of the blame on Engler. LOL.

It was put to a vote of the citizens of Flint to retain the Ombudsmans Office
Vote passed.
This vote did not include mention of funding of that office.
Vote was passed by citizens of Flint for Community Policing. Millage allottment voted & passsd. We have NO community policing yet are paying for it.

Cuts to police have affected local community policing.

Where is our local police?
