Report: Records search on Joe the Plumber improper

TOLEDO, Ohio (AP) — An agency director improperly used state computers to find personal information on "Joe the Plumber," a government watchdog said in a report released Thursday. There was no legitimate business purpose for the head of Ohio's Department of Job and Family Services to order staff to look up the records, Inspector General Tom Charles said.

Investigators weren't able to determine whether the searches were politically motivated, the report said.

"All these searches were done in the midst of a national political campaign," the report said. "But we did not find any evidence that shows the data was accessed or information released in response to media requests in an effort to support any political activity or agenda."

The agency director, Helen Jones-Kelley, was placed on leave this month over separate allegations that a state computer or state e-mail account was used to assist in political fundraising for Democrat Barack Obama's campaign.

The inspector general's report concluded that she improperly used state e-mail to engage in political activity.

The report looked into 18 background checks into Samuel J. Wurzelbacher, a Toledo-area man known as Joe the Plumber. He became a household name in the final weeks of the presidential campaign after asking Obama about his tax plan at a campaign stop near Toledo.

Eight of the checks were done without any legitimate business purpose, the report said. Charles recommended tighter policies on access to confidential information in state computer databases.

The findings have been forwarded to the Franklin County prosecutor's office in Columbus.

There was no home telephone listing for Jones-Kelley in Columbus.

Jones-Kelley has said the search of Wurzelbacher's records were part of routine checks her agency conducts when someone suddenly emerges in the limelight.

She told state Senate President Bill Harris in a letter that records were checked because Wurzelbacher had indicated he might buy a business and it was determined that he owed back taxes. The department wanted to make sure appropriate actions were taken if he owed child support, received public assistance or owed unemployment compensation taxes, she wrote.

Jones-Kelley's reasoning was at times contradictory, inconsistent and ambiguous, the inspector general's report said.

It also found no policies or procedures to support her claim that it was the agency's practice to look into someone thrust in the spotlight.

As Wurzelbacher's profile was elevated in Republican John McCain's campaign, criticism over the Ohio search rose to a fever pitch.

Republicans were furious that Wurzelbacher was targeted, saying that he was simply a private citizen who stood up and questioned the Democratic presidential candidate.

Wurzelbacher did not answer his phone Thursday, and his voicemail box was full.

I thought Joe the plumber grilling Obama sounded better than John McCain at the debates. I'd rather go see Joe the Plumber at the Whiting than John McCain.

So?

Was the McCain campaign responsible for this unauthorized violation of Barack Obama's phone records?

Probably not. Both parties have millions of supporters and detractors that act inappropriately on their own. Most clear thinkers understand that the candidates aren't responsible for the actions of all of those people.

Pretty much. She should have been pissed off. It seemed to me like McCain was laying down like some old dog. Katie did do a good hit piece though. A good interview can make anyone look like a dumbass if they really want to. Unfortunately for Barrack I'm not sure she'll mess up as much and she may have a good load of manure to dump on him if he can't get buy on "hope and change".

Yeah, a real pit bull that Katie Couric. She asked some really hard "gotcha" questions.

Questions like: "What do you read?"

A question she still can't answer, even after the campaign.

Adam, I'm a Democrat and I can probably point out a dozen more qualified Republican candidates. The way you and others have become so attached to this person has really gotten me curious.

Wouldn't you prefer a candidate who:

...Can name the three countries in NAFTA?
...nows what the Bush Doctrine is?
...knows any Supreme Court cases other than Roe v. Wade?
...know that the Vice-President is not "in charge" of the Senate and writes legislation (he only shows up in the rare instance of a tie to cast a vote)
...doesn't spend hundreds of thousands of your party donations on clothes?
... a candidate who at least increase voter turnout in her own state? ( Fewer Alaskans voted in 2008 than in 2004 )

Is it because she's hot?

Please name some "qualified Republicans". I've heard people name people like Elizabeth Dole before.

I might have guessed the Bush Doctrine was big government socialism and/or pre-emptive war. I think he deserves "credit" for both.

I might know some othe cases but I haven't memorized too many by name.

Since the VP does sometimes vote in the senate it would make sense to have the VP work with the senate or for the president to put the VP "in charge" of working with the senate.

If the national Republican party was smart the would be using her clothes that she's giving back as a fundraiser.

Unlike Gore at least she won her home state.

I'm not 100% sure people in Alaska vote for the hell of it. The main election was for Obama and I think the election was pretty much over before their polls closed like the article states.

SO!!!!! thats the best you can come up with?? Like I told some of my friends this is sure gonna be fun the next 4 years watching the Obamamites trying to come up with slick responses everytime the Hope candidate dashes a few of them hopes. By the way Kevin show me an example when Barack was ever put in the hot seat by any member of his adoring press. His worst moment was when he was caught on camera with some guy named Joe who had the nerve to ask him to simply explain his platform. We all saw the reaction from that. Laughing
