Mayor Don Williamson is on his way to getting what he wants from the newly-elected City Council on issues over which he and the previous council battled.
Among the issues the council voted Tuesday to consider for approval at Monday's regular meeting:
Several budget amendments authorizing about $575,000 in additional spending to cover a variety of items, including funding mayoral appointees and tree cutting and removal. The changes would increase the amount the council has allocated from the 2004-05 projected surplus to about $1.3 million, but city officials now say they expect a surplus in excess of $5 million.
Undoing the line-item budget. The action would remove an extra level of council oversight by allowing department heads to transfer money within their budgets. The city used to operate this way, but after Williamson and the previous council began feuding, the council added the additional oversight.
Appointing Robert Cook as Parks and Recreation director. The previous council had concerns about Cook's qualifications and felt the post presented a conflict of interest since his wife, Peggy R. Cook, is the city administrator. But the city attorney said no conflict existed because Robert Cook reports directly to the mayor. Also, the members of the present council say Cook's performance as the department's interim director show he can do the job.
Appointing Bishop Odis A. Floyd to the Bishop Airport board. The previous council was concerned with the fact that Floyd doesn't live in Flint and charged he was part of a Williamson effort to fire airport Director James L. Rice II. But Floyd's supporters have countered other nonresidents have been appointed by the city while city officials have denied the mayor is trying to oust Rice.

How they report that his programs can now be set into motioni. yet fail to detail anyu of his programs. Okm they mentioned a few thing he wanted to do. But no details as to what programs that he is going to implement. |
