"But Youngstown has it the worst, seeing the biggest population declines: a 0.8% drop from 2007 to 2008 and a 5.4% decrease from 2000 to 2007. Next was Flint, Mich., with a 1.2% drop from 2007 to 2008 and -0.3% from 2000 to 2007.

2008 Population: 428,790
2007-2008 Change: -1.2%
2000-2007 Change: -0.3%

Flint was first affected by a downsized auto industry during the 1980s and 1990s, when General Motors laid off thousands of workers in the area. Today, the unemployment rate is 12.3%, and the metro area saw a 30.6% decrease in manufacturing jobs over the last year.

i actually remember doing jobs in the local plants in which i was instructed to disassemble things in a way it could be reassembled offshore. i remember plant guys wanting to kick my ass and quite frankly, i didn't blame them. i also did a few in youngstown and that place is devastated!

If you mean one step forward and two steps back I might agree with you. I'm not thrilled with the shutting down neighborhoods plan.
