It seems to me that the strong Mayor system we have been using in Flint, for some years now,has not served the citizens well.I think it impossible to have come to this stage ( dangerous, dependent and dysfunctional )of city government, with responsible leadership.
You could say I love this town.I was born here, went to school and worked most of my life here. Its the sort of affection we have for old friends and spouses, the comfort of familiarity and the acceptance of foibles.I've driven by the old house on Ruth ave that my grandfather ( one the first UAW Stewards ) built with his own hands about 1919.The family home on North st where they later moved is still standing . My Dad, and most of my uncles retired from GM many years ago.I too can live where I please..My roots are here.
Its long past time to begin thinking out of the box .Flint is on the same trajectory as Detroit.Pat answers, confrontational behavior, and leaderships career concerns will send Flint to the same demise Detroit is suffering. I don't think the city can be managed within the present strong Mayor system and recall simply takes too long.I'm for revisiting the City Charter.

Mole,

I totally disagree with you on this one. Our charter has checks and balances written to make sure one branch of the government does not get out of control, just like the Constitution does for the federal government. Flint's problem, is that these checks have not been used to their full intent. I don't know how many time the previous council said they did not know what they could do about a problem. Yet, the charter had a remedy spelled out. I have been very critical of the council in the past. I am cautiously hopeful that this council will be better. Mr. Freeman at least brings to the table somebody that is much better versed in the charter. I do not think, and sure hope, that he won't let things get by because of ignorance of the charter. The next few council meetings should be very telling. The Mayor is supposed to be at council tomorrow and they want answers. The council seems to be growing weary of Eason, Poplar and Bade blowing smoke up their A**es. Let's see if council brings the hammer down on Walling.

At this point, I believe that "fixing" the charter is like buying a new car because the one you have has a shimy in the front end. Balance the tires and align the front end and see if that problem goes away. Let's see if council can "align" Mr. Walling."

I would be very careful about going to a city manager system. The manager would be appointed by the council, and serve at their pleasure. There would be no accountability to the people, and no checks and balances.
Many years ago, a neighbor, Flint Fire Marshall Harold Chirgwin, was named city manager. The council praised him as a man of high integrity, which he was. A couple years later, he was dumped by the council for refusing to compromise that integrity, and someone more amenable to their wishes & schemes was installed. The situation with John Carpenter is very reminiscent of those days.

I will be surprised if Walling doesn't send D. Jones to cover for him.

My understanding is Flint also had problems with the manager form of government which is why it went to the strong mayor form.
