Council is questioning walling's expenditures on his radio show for Paul Herring's Spectacle productions and rental charges on wflt. Some say walling is $300k over his budget for his offices.

Flint Mayor Dayne Walling's public relations strategy under fire

FLINT, Michigan — Welcome to the city of Flint — with your host, Mayor Dayne Walling.
These days, the mayor’s presence is everywhere, in regular spots on two radio shows, a TV news program and posts on Facebook, Twitter and the blogosphere.

And if you happen to miss those, you can always catch Walling’s weekly video message on YouTube.

Thanks to modern technology, using social networking tools and other media is easy and relatively cheap — and Walling does it to promote his agenda more so than any other local politician, it seems.

But as the city spirals toward a multimillion-dollar deficit and what some consider a public safety crisis, not everyone is convinced it’s a good use of Walling’s time and taxpayer money.

Walling says the effort is a critical part of leading the city.

“It’s so important to have consistent, ongoing communications and to use multiple communications channels,” Walling said. “It’s part of my job to interact with residents and to solicit their ideas and opinions.”

The issue surfaced recently when Walling asked the City Council to approve $2,000 for Flint-based Spectacle Productions to tape six of Walling’s weekly radio spots on WFLT and broadcast them on public television. He later reduced the amount to $1,500.

The council is expected to vote on the measure Monday.

The mayor already has $7,600 in pending invoices from Spectacle dating to January that are listed on the city’s online check register. Walling said Spectacle won’t be paid for any past services to his office, although some of the company’s expenses have been paid for services to city’s community and economic development department.

Councilman Sheldon Neeley said public dollars shouldn’t be used for what he called the mayor’s “propaganda.”

Council Vice President Dale Weighill said public relations is important, but only when it’s being used effectively.

He said he’s “confused and perplexed” why the city didn’t inform all residents that trash and compost pickup was behind schedule.

“If 30 percent of his time is spent on public relations, that’s 30 percent of his salary,” said Weighill. “The city’s in a crisis situation with the (police and fire) layoffs, and my own view is we really need a hands-on mayor right now. I’d be spending less time on PR and more time on the crisis stuff.”

Walling said he does several things that don’t cost the city money, including his open office hours Wednesday morning and the weekly broadcast on WWCK-AM (1570).

The city does pay for a weekly spot on WFLT-AM (1420), he said, but “the costs are very modest.”

Walling said his office has a $6,500 budget for communications and $5,000 for professional services, and all of his expenses have been within budget.


Paul Herring, Flint resident and owner of Spectacle Productions, said using public access benefits residents.

“We’re not talking one-minute news stories. They’re making information more available to the community,” he said. “That’s what public access is for.”


Walling said his office didn’t put the videotaping contract out for bid because Spectacle Productions has an established relationship with the City Council.

The council pays up to $25,000 a year to have the company videotape its meetings and broadcast them on public access.

But Neeley said taxpayers shouldn’t pay to broadcast the mayor’s radio show.

“Our meetings are different,” Neeley said. “They are official meetings of a public body.”

According to his Twitter page, he's everywhere BUT city hall. It lends credence to the rumor that Eason is the one running the city. Question for Paul Herring: What about those that can't afford Comcast, or have satellite TV? I, for one, don't allow Comcast in my home due to their abysmal customer service.

If he is paying to be on the radio, that is ridiculous. WKUF at kettering is free to broadcast on for members of the community. There are a lot of communications students at the colleges that would love to interview the mayor and work on a radiocast.

The same goes for public access. Some of the universities even have their own studios and remote equipment and would love the experience for their resume and civic engagement projects.

An absolute waste of my tax dollars, poor planning, nepotism, and a failure to focus on what is most important for this city right now.

Isn't Comcast required to provide equipment and personnel for public access? Also, doesn't the city putting this only on Comcast mean that the city is an advocate for the cable company? Andi, I have to agree, any teenager could host all this on youtube for free, after all a quality video camera can now be had for a couple hundred bucks.

And lets not forget the cost of Dawn Jones, Walling's communications person. Her salary is over $80k plus benefits.

Our elected officials in Lansing put a stop to that.
They determined that the City's should pay to connect to public access. Thus the reason Public access is not on U-Verse. Comcast has tried to follow the law while attempting to nullify anything in the contract they don't deem legal. Yes are supposed to have a studio by contract, but Brenda Clack, Lee Gonzales, Debbie Cherry, Bob Emerson, All felt that AT&T needed an edge to get into the video services market in Flint. So they voted to dismantle Public Access.

Now with all the problems Flint has had. Public Access isn't a high enough priority to get the administration to tackle the problem with Comcast or AT&T. Comcast is still giving us the run around.

Not really, This is a problem that has been around since the Williamson administration. Low priority and time consuming. Too many bigger issues to deal with. Even though some of us are willing to take it on for no pay. If we had the authority to speak for the city on those issues.
