The fatal shooting that tied the city's all-time homicide record also has left two other victims in the hospital. One is in critical condition and the other is listed as serious, a release from the city stated.

The shootings occurred at about 7:30 p.m. Sunday along the 600 block of West Ridgeway Avenue. The victim who tied the city's 1986 homicide 61-person homicide record was pronounced dead at the scene.

UPDATE: Homicide victim identified as Timothy Charles Baker.

The city's northside has been the scene of more than half of the homicides. At least 35 have happened in the area, which is area bounded by Carpenter, Clio, Flushing and Saginaw. See a map here.

Mayor Dayne Walling said in statement the shootings are a tragic milestone.

"Residents must continue to be vigilant about reporting crimes and providing police with information that will get criminals off the streets," he said.

Police have three men in custody related to the incident.

Desite their lessened ranks and low morale because of the possibility of losing more officer, Flint Police seem to manage to step up to the plate on these serious crimes. While it is frustrating not to have them on the less serious calls, they do a good job!

Mayor Dayne Walling blamed the city's 61 homicides this year on the bleak economy and hopeless attitude that stems from it. He said by promoting economic and job growth in the community, things should improve.

This must be his justification for rescinding the layoff of the temporary employees in DCED that I believe are totally incompetant.

FLINT, Michigan — The shooting that raised the city's homicide count to tie that of an all-time high from 1986 was possibly drug-related, city officials said Monday.

Walling, isn't there "a bleak economy and hopeless attitude" in Saginaw? They had only 5 homicides. What is the difference? Maybe aggressive policing, or do we have worse people?

It should be obvious with all of the prayers by Church Without Walls, FACt and the Concerned Pastors, that this community needs more than prayers .

FLINT, Michigan -- Pastor Lewis Randolph said he's been praying since the city had its 60th homicide -- please not another one.

And he was heartbroken to wake up Monday morning and learn that someone else in the city had been killed in a shooting that tied Flint's all-time homicide record.

I was praying that this wouldn't happen," said Randolph, president of the Concerned Pastors for Social Action in Flint. "It is a tragedy that a small town like Flint, Michigan would have such large number of killings during these economically depressed times. I'm praying we don't break the record."

Randolph said there are still good people in the community.

"There are people in the neighborhoods who want to raise their families, to live, to enjoy life," he said. "The good people are tired of the bad people doing bad things to one another. The average citizen in Flint is really tired. The violence has to stop.

"We might not have jobs, we might not have what others have but that is not a reason to kill our brothers and sisters."

Nolden is a good individual, however I disagree with his assessment about the economy. It is easy to scapegoat the economy when the real issue is the promotion of the thuglife and the denigration of education. Too many young people no longer look at education as a means of risng above poverty.

Bryant Nolden: Economy, hoplessness to blame for record-tying homicide rate Published: Monday, December 13, 2010, 7:58 AM Updated: Monday, December 13, 2010, 9:07 AM

FLINT, Michigan — The bleak economy is one of the chief factors in the rising crime rate and a reason for the record-tying homicide rate, 3rd Ward Councilman Bryant Nolden said.

There is a sense of hopelessness that stems from unemployment that permeates the city, he said.

Flint police confirmed the city's 61st homicide on Sunday. That slaying ties the all-time high from 1986. More details are now available on this incident.

Nolden said the only way to combat crime is to have the community pull together and report problems.

"We have a no snitching mentality," he said.

A new program the city is looking into implementing would try and apprehend criminals early on so that they don't develop into killers, he said. The program would be especially helpful in deterring young people from committing acts of violence, he added.

"As a community, we have to reach out to the young folks," Nolden said. "A lot of the homicides have been committed by young folks."

Crime went down under Acting Chief despite the loss of JAG and Byrnes grants. That is because hagler was knowledgeable about the newest and effective policing techniques. We need that kind of leadership. Under walling we have also lost well trained command officers.

Councilman Delrico Loyd calls on Mayor Dayne Walling to develop new police strategies after record-tying homicide
Published: Monday, December 13, 2010, 7:31 AM Updated: Monday, December 13, 2010, 9:08 AM
Kris Turner | The Flint Journal
FLINT, Michigan — In light of the city's 61st homicide this weekend, 1st Ward Councilman Delrico Loyd said he's calling on the mayor to adopt a new public safety strategy.

The 61st homicide, which Flint police confirmed Sunday. More details are now available on this incident. The slaying ties the 1986 all-time high for homicides. Police are not releasing more details of the incident at this time.

"I think that it’s terrible. It’s definitely bad for the city of Flint," Loyd said Monday morning. "I’m calling on the mayor to hire public safety officers and restructure the police department so we can get more people on the streets."

Hiring part-time public safety officers to do paperwork will free up time for patrol officers who should be fighting crime on the streets, Loyd said. Bringing on retired or laid-off police personnel also would cut down on training time and costs. The position would ideally cost about $30,000 with no benefits.

Funding for a program like that could be acquired through grant or some other type of funding, he said, adding that the Flint police force is designed for about 300 people but only has about 130 staffing it at the moment.

But until restructuring happens, the city needs to work with what it has on the table right now, Loyd said.

"It's on the mayor and on the unions," he said.

The PD is in Sad shape to say the lease. Some say that this is a problem with laying off so Many officers which has contributed to the Problem However. The lack of Leaders ship at the Dept. is a Real Issue. The state Police went out and in a Very short Period of time took 145 guns off the streets, Why is it so easy for them to do that. The Flint PD has no Structure no Leadership and No Pride in its Officers that are doing what they Can.

The PD needs to shed some old ways that are proven not to work and start doing something that will and that is Training Mandatory. Regular Drug and Gun Sweeps a Team of Officers going after the Criminals. and then Homicide Training investigations. To many time the Murders are Getting away with no charges leaving them on the streets to continue to do crimes This is Just plain not exceptble.

The state police were able to do that because they were not bogged down by radio calls. Flint PD used to have a unit that pro-actively went out and got guns and drugs off the street. Their numbers would triple the state police's numbers, but it wouldn't make the papers. The last full year that unit was active Flint had 32 homicides. Now we have at least 61. You are correct Robert, lack of leadership is the main problem with the Flint Police Department. No real chief, no real structure, plan, or direction.

We need the state to come in, the last time the city was moving forward was 2003/2004 before Con Williamson bought an election and drove a stake through the heart of the city. Our local political choices range from convicted criminals like Williamson, to ignorant bigoted trash like Stanley, and on to semi-literate animals like Davenport; that is not a choice, it is a condemnation.

This has the distinct aroma of a guy trying to make political hay out of a tragedy.

While it's probably true we could use a bit of restructuring in the PD, the real problem is the city's economy. Until we get some decent jobs in this town, the crime will continue. Obviously, we need more cops. But unless you put one on every front porch, you can't stop every desperate person all the time.

The economy has nothing to do with it. There are one or two entire generations out there with the attitude that if you have it & they want it, they'll take it. These people don't want jobs! Crime is exploding in Flint because the thugs know there are no police officers, and if they are caught, no place to lock them up.

Yeah, as I recall there were 50+ murders/year back when 70,000 people in the city worked for GM. Right.

Delrico Loyd has the right idea, just the wrong person. His comment needs to addressed by the police department chief.

While we may have reasons to question the current leadership of the police department - and other Flint city officials, as well - the problem does not lie with the tactics of the police officers. The real problem lies with the evil, "guns are the answer so solving any issue" mentality of many of our residents. Certainly our economy plays a role in all of this, too. However, until we can instill a sense of the value of human life in the hoodlums, nothing will change. The clergy who are railing against the violence are "preaching to the saved," for the hoodlums are not in their pews on Sunday mornings. Neighborhood crimewatch groups are a step in the right direction. Please don't put the blame on the general public for this crime rate - the onus belongs on the few who lead lawless, idiotic mentality lives that are self-centered and bullies of the highest degree. Do give credit to the state police who have intervened and made some difference. Pray for the safety of this entire community and thank our officers for daily putting their lives on the line.

because you're poor doesn't mean you can't have pride. i have neighbors, black and white, who are hurting economically, bot have a sense of pride in the neighborhood, help others and are respectful to each other.we don't live in the best neighborhood, but i wouldn't trade it to live in a "better" neighborhood. let"s pull together and quit blaming everything and everyone.
