page 1 is a summary of the present financial condition of the City of Flint as reported to the Governor in the 11/7/2011 report by the Financial Review Team.
Key points in the summary :
* The cumulative deficits incurred over years is estimated to be $25.7 million
* The Deficit Reduction Plan submitted in April 2009 has not been followed and as a result the general Fund deficit has increased and is estimated at approximately $11.0 million.
* The City has relied upon transfers from the water and sewer disposal fund for general city operations and also borrowed from other funds to make up cash shortages (the public improvement fund, the local street fund and the self insurance fund.
Key Points:
The pension system is now less than 60 % fundedand is currently operating on a pay-as-you-go basis. "The City had actuarial accrued liability for post employment benefits other than pension (OPEB) of $862 million at June 30,2011.' In Fiscal year 2011, the recommended amount for premiums for health care was $61.4 million and the city spent $19.6 million. |

In addition to the Advisory Commitee reported by the media, there are five additional advisory committees and over 50 citizens have beeen made part of these committees.
Income Tax processing is being handled through a joint project with the Cities of grand rapida and lansing.
The City is implementing a modified prescription drug program requiring generic drugs unless a name Brand drug is determined to medically neccessary.
The expired cotract for water purchase by the genesee County drain Commission has been executed and all funds paid.
The Department of Energy Grant has been resubmitted.
February 10,2012 is the HUD development goal for spending 50% of the Smith Village HUD and NSP2 funds. |

PUBLIC SAFETY:
"Based on input from the State Police, Governor's Office and a Michigan State University Criminal Justice Study, it is clear that the Genesee County Criminal Justice System and the Flint Police department could benefit from improved coordination and policy development. The Emergency manager has requested the restructuring and expansion of an existing criminal justice planning group." |

"Thanks in part to the receipt of $8 million from the Financial Stabilization bond and the use of $3.7 million in accumulated funds for retiree health care, cash flow should be minimally adequate for a short time."
After a review of the Fiscal Year 2012 budget after six months of operation, indicates a projected gap of $11.3 million in the General Fund. This includes transfers from the General Fund as needed to eliminate deficits in all other funds except the water and sewer funds.
The recently implemented increases are nearly sufficient (within $700,000) to cover the expenses of operating the Water fund. However, with OPEB liabilities and depreciation, the $12.4 million deficit as of June 30, 2011 is projected to increase to $13.2 million.
The deficit in the Sewer Fund of less than $500,000 as of June 30,2011 is expected to increase to nearly 47 million, inclusive of depreciation and OPEB liabilities. |

More credible revenue estimates must be developed for future budgets. Addressin the financial shortfalls may require more borrowing as well as reduction of expenses.
A COMPREHENSIVE REVIEW OF ALL CITY OF FLINT UNION CONTRACTS IS UNDERWAY!
New strategies for healthcare and penion costs are being developed.
Effective July 1.2011, pursuant to public Act 54, the City started increasing the cost of health care to all union members with expired contracts.
Flint currently has a lawsuit against Blue cross/Blue shield pending in the genesee county Circuit court that seeks recovery of multi-million dollar overpayments related to a hidden fee. |

The city s looking for vendors to determine costs and capability to operate the city lock up.
looking for ways to potentially merge, consolidate, contractual services, shared services with other governmental agencies, privitization or elimination of departments or services.
Review all city owned assets (both real property and capital equipment) to determine if they can be sold.
Review all investments

Review the grant process.
Review for alternate administration of the Pension Fund. Study potential revisions to the current employee pension fund. Obtain a legal opinion with regard to retiree pension and OPEB contractual versus constitutional issues. |

Detemining how to provide funding to operate the City lock up.
Investigate the potential to return automobile impound lot to a City of alint Operation.

Report: Flint is $11.3 million in debt

FLINT (WJRT) -
(01/17/12) - A new financial plan released Tuesday by Flint's Emergency Manager shows the city is $11.3 million in debt for the current budget year.
The 12 page report, which gives an overview of the city's books, was required 45 days after Brown's appointment.
The plan also highlights many projects that are currently in the works. Among them is a plan to determine how to re-open the city lockup and impound lot.
The city is looking at how to keep the firefighters after the SAFER grant ends in May.
Brown also noted that work continues on collective bargaining agreements, and re-organizing services and departments at Flint City Hall.
Another financial and operating plan will be submitted to the state June 1.
As details of the plan were being released to the media. A forum, centering on the city's control by an emergency manager, was happening at The Flint Public Library.
A standing room only crowd got their questions answered by a panel, that included some members of Brown's advisory committee. |

Flint had better fix 911 soon as word is the 911 system is down and repairs are being rushed to the City.
Also be on the alert to a new wave of reverse discrimination lawsuits, this time in the Fire Department. Allegations are surfacing against Asst. Chief Ray Barton.
Remember, ths department has had some serious lawsuits in the past. |

They will have to convert to the 800 MHZ system. maybe Snyder knows where the money will come from! I am already hearing from multiple sources that it is inevitable. |
