Topic: Another $880,000 to tear down Genesee Towers

The Flint Journal on April 18,2103 (page D1) posted a notice that the City of Flint is requesting a release of funds for the demolition of the Genesee Towers. The cost is shown as $880,000.

An Environmental Review Record is available for review at the City of Flint Department of Community and Economic Development. Written disagreements must be received on or before may 3,2013 and only objections under 24CFR58.75 will be considered.


Sec. 58.75 Permissible bases for objections
HUD (or the State), will consider objections
claiming a responsible entity's noncompliance with
this part based only on any of the following grounds:
(a) The certification was not in fact executed by the
responsible entity's Certifying Officer.
(b) The responsible entity has failed to make one of
the two findings pursuant to Sec. 58.40 or to make the
written determination required by Secs. 58.35, 58.47 or
58.53 for the project, as applicable.
(c) The responsible entity has omitted one or more
of the steps set foth in subpart E of this part for the
preparation, publication and completion of an EA.
(d) The responsible entity has omitted one or more
of the steps set forth at subparts F and G of this part
for the conduct, preparation, publication and
completion of an EIS.
(e) The recipient or other participants in the
development process have committed funds, incurred
costs or undertaken activities not authorized by this
part before release of funds and approval of the
environmental certification by HUD (or the state).
(f) Another Federal agency acting pursuant to 40
CFR part 1504 has submitted a written finding that the
project is unsatisfactory from the standpoint of
environmental quality.

The source of funding is Community Development Block Grants which have a wide variety of uses.

In August of 2012, the Flint Journal reported Flint was to use $750,000 in CDBG funds for demolition. That cost rose $130,000 in 8 months.

“The document states Uptown has obtained, or will make an effort to obtain, more than $30 million for the proposed redevelopment projects, including more than $4 million for demolition and asbestos removal at the Genesee Towers site.”

“Flint's former emergency manager Michael Brown recently agreed to sell Genesee Towers to Uptown for $1, on the condition that Uptown demolishes the structure and creates a plaza for public use, according to the agreement signed by Brown and Herman.”

“Brown also committed $750,000 of Flint's federal community development grant money for the demolition.”

“Citing Genesee Towers' poor condition, state Treasurer Andy Dillon authorized the deal to transfer the building to a local nonprofit group for $1 to be demolished, records show.

“A letter dated Aug. 1 and signed by Dillon says treasury staff reviewed the proposal for Uptown Reinvestment Corp. to take ownership of the building, demolish it and make "defined improvements" to the site.

‘I conclude that you have articulated sufficient justification for your request,’ Dillon said in his letter, obtained by The Flint Journal.

“Two days later, Brown approved a resolution authorizing the deal, which hasn't been finalized pending property inspections and other due diligence activities by Uptown.”

Still the CDBG funds could be used to improve sidewalks, demolition, weed and trash abatement, blight efforts, emergency home repairs, water and sewer improvements and so much more.

I missed the Andy Dillon piece. Thanks!

Today's Journal estimates the abatement, demolition and other costs of the Genesee Towers implosion to be about $1.5 million to $2.25 million. Take the $880,000 plus the earlier transfers made from CDBG and other federal funding and once again the citizens are funding an Uptown project. This demolition is something the Mott foundation has wanted for years.


Residents want to know:

1) What happened to the Uptown lie that they would obtain most of the funding for the demolition? They did not say they would rely on taxpayer funds.

2) Who s paying for the increased police presence during the implosion? Will there be any police for the neighborhood? Odd that there is no extra funding to protect the neighborhoods, but the EFM can protect downtown and Uptown developments.
