City of Flint Dubs May “Love Your City” Month and Launches Citywide Cleanup Effort, Volunteers Needed

Flint, Michigan – April 30, 2013 –The City of Flint is announcing a citywide cleanup effort next month by making May “Love Your City Month”. All residents as well as neighborhood groups, church groups, block clubs, businesses and any other groups are encouraged to participate during the month of May to help beautify our city.



“Summers in Flint is filled with many outdoor festivals and events that would benefit greatly from a citywide cleanup.”said Officer Tanya Meeks, Volunteer Coordinator. “The goal of Love Your City Month is to make Flint as clean as possible before the Memorial Day holiday; that goal can be reached if all of our residents and businesses volunteer.”


Love Your City was conceived in response to the Cities of Service Impact Volunteer Service program in which a grant was awarded to Flint for the purpose of assisting volunteer groups in cleaning different blocks of the City. While that program called for 20 city blocks to be cleaned of trash, brush, graffiti as well the boarding of abandoned homes, Love Your City will focus on picking up trash and brush citywide.






“This is a wonderful opportunity for us as a city to come together for a common cause,” Mayor Dayne Walling said. “We all know areas of Flint that could certainly benefit from some much needed attention; together we can make our city a cleaner and more beautiful place to live.” If there is enough support from the community to make Love Your City a success, the program could become an annual event.



The City of Flint through its partnership with Republic Services will provide a pickup schedule on a massive scale to coincide with the cleanup focused on four key dates beginning May 6, 2013 (full details below). The priority of pickups will be: large item removal, bagged trash, tire drop off, and finally brush removal.


There will also be a special tire drop off day and location, also listed below. Residents are encouraged to coordinate their cleanup efforts around the weekends that correspond with the pickup dates. The City ordinance regarding trash being set out too early will be waived for the special pickup dates only.



Residents and businesses seeking more information on how to participate should call the Kearsley Park/Mott Volunteer Service Center at 810-235-5494; the office is open Monday-Friday, 10am-5pm.



Resources such as yard bags and work gloves will be available at all 6 Police Volunteer Service Centers while supplies last. Other tools will be made available through the Salem Housing Community Development Corporation Tool Shed at 810-785-5340.



Residents are also encouraged to sign up for Flint’s recycling program Fill the Bin Flint and receive their free 18 gallon bin. Full details can be found on the City of Flint’s website or by calling toll free 1-888-872-7455.



Refuse Pickup Dates:



Specified waste must be set curbside by 7am on the following days.



May 6: Unlimited Large Item Pickup



· No refrigerators, air conditioners, dehumidifiers or cast iron tubs.



May 13: Unlimited Bagged Refuse Pickup



· All trash must be bagged and placed curbside



· All bags must weigh less than 50 lbs.



· Regular trash day pickup will not be affected.



May 20: Brush Only Pickup



· All brush must be in bundles no larger than 4 feet long and branches must be less than 4 inches thick.

· No trees, tree trunks, stumps or logs.



· Regular trash day compost pickup will not be affected.



Tire Scavenger Hunt and Drop-off: Saturday, May 18, 9:00am-3:00pm



· Find all the dumped tires littering our city and drop them off for free disposal.



· Drop off a minimum of 25 tires per truckload and receive $25.



· Location: Flint Parks & Forestry Shop, 930 E. Boulevard Dr., just north of the Flint Farmers’ Market.

Outdoor festivals are primarily downtown. Most Flint residents were unaware of this clean up effort until the last minute. Republic has contracted to pick up big pieces of furniture any way. However many citizens hauled these pieces out only to have them stay on the curb for days at a time. I have heard angry citizens complain from all sides of the city.

Is the city crazy that they think groups can organize clean ups at a moments notice. It takes planning and a lot of organizational skills to pull some of these clean ups off. many groups already have clean ups planned for later in the summer.

Why the emphasis on the month of May? Is it because Kurtz wants to leave in June?

Last year a major clean up in the third Ward took 5 dump trucks and 2 of them emptied and returned. The reasons people dump are multiple and out county people come to flint to dump. People cleaning out residences dump so they don't have to pay the tipping fees at legitimate garbage sites.

The area from Carpenter to Berston, Saginaw to Industrial, is a major dumping ground because there are few houses in this area. So what are volunteers supposed to do after the May 13th unlimited bag day? Does the city want residents to bag up the stuff and deposit it along the occupied homes up to the 20 bag limit per house on garbage day?

Flint notified residents that without city trucks the residents were on their own during later clean ups. We don't even have the maligned dumpsters Don Williamson put out to help clean up some areas. Young people are usually a big help with these clean ups but they are still in school.

WHAT DOES REPUBLIC COLLECT?


There are now three separate collections: regular refuse, yard waste and recycling.


REGULAR REFUSE COLLECTION


Garbage (food waste)
Rubbish such as: paper, bottles, cans, ashes(cold), crockery that cannot be recycled (See Recycle Guidelines)
Bulk (1 item limit •Furniture
•Rolled/tied carpeting (4ft. length, 50 lbs. limit)
•Appliances which do not contain refrigerants
•Appliances from which refrigerants are removed by a certified technician and labeled


(Reminder: Remove refrigerator doors) LIMIT:

One (1) bulk items per week
Regular refuse collection:…….Maximum 20 bags/cans/bundles
Yard waste collection:……Maximum 20 bags/cans/bundles

TIME:

Refuse must be set out by 7:00 am on the scheduled day (see map) but no earlier than 7:00 pm on the prior evening. Earlier placement is a violation of City Ordinance.

If you are a new resident, call 800-438-0966 to confirm your scheduled collection day.

WHAT IS NOT COLLECTED? •Demolition materials
•Liquids (including waste oil and paint)
•Tree limbs greater than 2 inch in diameter and 4 ft. in length.
•Concrete laundry tubs
•Hazardous or toxic wastes
•Large quantities of household goods, including move outs and evictions
•Any other item(s) deemed by Republic Services to be uncollectible
•Other items such as: stumps, earth, sod/edging, bricks, lumber, shingles, sand stones, plaster, concrete, and auto parts.
SCHEDULE CHANGES FOR HOLIDAYS

Collection will be delayed one day after the following holidays: •New Year's Day
•Memorial Day
•Independence Day
•Labor Day
•Thanksgiving Day
•Christmas Day
LOCATION:

Refuse will be collected from the curb on paved streets, at the edge of the roadway on unpaved streets. DO NOT PLACE IN THE STREET.

APPROVED CONTAINERS: Rigid metal or plastic cans with tight fitting covers or tightly sealed plastic bags not less than 10 gallons or more than 32 gallons in size.
DO NOT USE: Cardboard containers, paper bags, paint cans, or wastepaper baskets.
MAXIMUM WEIGHT: 50 lbs. No container or bundle weighing in excess of 50 lbs. will be collected. PREPARING THE REFUSE: •Wet kitchen waste must be drained and all garbage must be wrapped before being placed in a container.
•Animal waste should be drained and wrapped.
•Newspapers and magazines not recyclable may be securely tied in bundles not to exceed six (6) bundles and not to weigh more than 50 lbs.
PLEASE NOTE: No chemicals on bags or in bags!

YARD WASTE COLLECTION PROGRAM


Starts: Second week in April
Ends: Friday before Thanksgiving
A separate truck collects yard waste on the same day of your regularly scheduled solid waste collection day. Please place compost materials at the curb---10ft. apart from regular waste---no later than 7:00 am on the day of collection.

APPROVED CONTAINERS: Brown paper lawn and leaf bags or an approved container not weighing over 50 lbs.

Note: Due to the weight of compost (grass), please remember the weight limit of 50lbs. per bag or can.

PURCHASING BROWN PAPER LAWN & LEAF BAGS
Many local businesses are stocking brown lawn bags.

Materials for Yard Waste Collection:
ACCEPTABLE: •Grass Clippings
•Leaves
•Weeds
•Twigs
•Brush (up to 2 inch diameter; tied in 4ft. length, not to exceed 50 lbs; limit 20 bundles per week).
NOT ACCEPTABLE: •Earth, Stones
•Branches, logs, stumps
•Animal Waste
•Ashes
•Food Waste
•Paper, Metal
•Plastic, Glass
YARD WASTE IMPROPERLY PACKAGED OR MIXED WITH OTHER MATERIALS: •Yard waste placed in improper containers or mixed with other materials WILL NOT BE COLLECTED.
•A "Oops Tag" may be issued advising the owner or occupant to remove the yard waste from the curb and separate it for the following week's collection.
HOUSEHOLD HAZARDOUS WASTES:
Hazardous waste will not be collected. Dates for disposal of these materials will be scheduled by Genesee County.

SPECIAL SERVICES:
Republic Services provides special pick-up for handicapped individuals. For further information, contact 800-438-0966.
Services are also available for dead animal removal. Animals must be less than 50 lbs and bagged. For further information, call 800-438-0966.
Dump permits are available for purchase at City of Flint Treasury Department Customer Service Center for $20.00 for two (2) cubic yards . Limit 2 dump permits per year.

We did not need a special day to have Republic pick up 1 bulk item. They state they pick up one (1) per week. Citizens all over the city are angry that their items have not been picked up.

There is a 20 bag maximum of household waste per week and 20 bag compost limit per week. Flint had a 13 bag limit.

The main difference is there are no trucks available for clean ups. The administration claims the trash from in front of vacant houses will be picked up the week starting Monday the 13th of May.

Seems to me the only area to be cleaned is downtown Flint and areas with resources to provide their own disposal.

I just drove by Cook Park on Averill, north of Lippincott, and saw the huge mountain of yard bags, garbage bags and brush from the May 4th clean up. The volunteers did great job. The question is whether the stuff will ever get picked up. This is a city park and the city wants volunteers to help with the labor. Does the city also want their unpaid volunteers to ante up and pay to haul the debris away? With the rain the city had this week and the rain forecast for later this week those paper bags will not stand for long.

Kudos to Janet Woodson who organized this clean up. She and others have more cleanups planned for this summer. I hope they have a better system for the disposal of their hrd work.

Drove part of the east side today. So many houses demolished, but there is very little dumping. Lots of green space.

In the north end the houses sit awaiting demolition. The essence of abandonment may contribute to the belief people have that it is all right to dump there. The first and third ward have a mess to clean up.

Some of my Republican leaning friends blamed it on the character of the north end residents. I say it is more likely the attitudes of similarly minded people who use that belief system to excuse their dumping.

According to Flint PR guy, Jason Lorenz, the cleanup did not include Flint parks or alleys.

Cook Park cleanup needs to find another way to dispose of their yard bags.

Jackie Poplar and neighbors behind the Urban League did a major cleanup and can't get the stuff picked up. Good thing some of her residents knew how to organize the clean up part cause there may not be a pick up part.

When 2nd Ward Councilperson Jackie Poplar told her constituents she did not know what to do to have their cleanup trash picked up, they went to the media and got results.

Watch channel 25 news tonight as Republic picked up their trash during the news conference.

Kurtz, Brown, and Croft must not understand Flint residents at all!

Why is Republic skipping houses in the pickup of compost/

Tuesday and Wednesday I drove down Mackin and bags of compost were randomly picked up.

Residents in the Fairfield area are upset that the 10 to 12 bags of compost are still sitting in the 900 block of Avon.

I am told Repubic also took Arnold Brown as their supervisor for this area.

Jason Lorenz must have been right that the clean up did not include parks as Cook Park is still a mess.

4th Ward Councilman Josh Freeman and his residents are angry that the newly contracted company butchered the park behind Potter School.
